Only those background papers designated 'Open access' are made publicly available; headings that are not underlined relate to items for which the background paper was designated 'Restricted', 'Confidential' or 'Commercial-in-confidence'. Sender: Fabienne Reynolds [FReynold@wiley.co.uk] Subject: Free one-click access for Band 1 countries Free or nearly free access to The Cochrane Library for developing economies appearing in the World Bank's list of "low income economies, " means that from Afghanistan to Zimbabwe over 60 countries now have FREE, one- click access to The Cochrane Library (World Bank Figures, 2006, GNP below $1000 per capita) whilst an additional 40 economies are eligible for low cost access (World Bank Figures, 2006, GNP between $1000-$3000 per capita). Free access is now available to band 1 countries via www.thecochranelibrary.com. Band 1 countries do not need to sign up for this service as the software automatically detects the country and grants access accordingly. This means that for the first time, access to The Cochrane Library is just a one-click process. Access to The Cochrane Library remains available through the HINARI website and from 1st January 2008 through the INASP programme at no cost for band 1 countries. Eligibility and band 1 and 2 lists are available on http://www.who.int/hinari/eligibility/en/ Health InterNetwork Access to Research Initiative (HINARI): The HINARI program, set up by WHO together with major publishers, enables developing countries to gain access to one of the world's largest collections of biomedical and health literature including The Cochrane Library. Note that The Cochrane Library is listed under Reference Sources (not journals) and that HINARI has recently posted advice for HINARI users on how to view and download Cochrane PDF articles. International Network for the Availability for Scientific Publications (INASP) The Cochrane Library is available to institutions in Bolivia, Ethiopia, Lesotho, Nepal, Tanzania, Uganda and Zimbabwe through the INASP programme. From January 2008, INASP will provide FREE access to The Cochrane Library via INASP to all band 1 countries. Like HINARI, access through INASP requires registration, which means becoming a partner with INASP’s Programme for the Enhancement of Research Information (PERI) programme.
