INTRODUCTION In early 2004, the Cochrane Collaboration Steering Group (CCSG) introduced a Visiting Fellowship as part of a program to facilitate quality processes surrounding the production of Cochrane Reviews. The Fellowship is open to all those working (employed or honorary) in a Cochrane entity towards producing, updating, disseminating or promoting the accessibility of Cochrane Reviews. Funds will be made available annually for one successful applicant to travel to and work in another Cochrane entity for a period of up to one month. TIMETABLE The timetable for the 2006 Fellowship is as follows: 1 November 2005: Closing date by which applications should be e-mailed to the Secretariat (secretariat@cochrane.org). 1 December 2005: Quality Advisory Group Co-Convenors to appoint a selection committee. 2 January 2006: Quality Advisory Group makes its recommendation to the Steering Group Executive for approval; announcement is made shortly afterwards, of the person who has been awarded the Fellowship. GOVERNANCE The Quality Advisory Group will oversee the processes involved in the awarding of the Fellowship, with administrative support from the Cochrane Collaboration Secretariat. The Co-Convenors of the Quality Advisory Group will choose a selection committee of four people from amongst its members. Applicants and other members of their entity will not participate in the selection process. The selection committee will assess applications against the following selection criteria, and will recommend a successful applicant to the CCSG Executive for approval. The selection committee and the CCSG reserve the right to withhold the Fellowship in the absence of a suitable application. SELECTION CRITERIA Applications may take several forms: 1. Visiting another entity for training and mentoring Applicants may identify a component of their work practices in which they require additional training and mentoring. The problem area should be explained with respect to its impact on the quality of reviews. Evidence should be provided of attempts to overcome the problem using local opportunities, with an explanation as to why the processes have not been able to be improved by the usual methods of local training and with existing resources. The applicant should identify another Cochrane entity that has successfully overcome these problems, performs these practices well, and is prepared to mentor the applicant for the duration of the Fellowship. The problem area should be fully described by the applicant, with the benefits of awarding the Fellowship explained in terms of: * How the Fellowship will help overcome the problem. * How the Fellowship will benefit the individual. * How the Fellowship will benefit both the applicant's entity and the host entity. * How the Fellowship will benefit the processes and quality of Cochrane Reviews. * How the application is consistent with the mission, vision and principles of The Cochrane Collaboration. * A draft proposal as to how the applicant plans to spend his/her time on a daily basis at the host institution. 2. Visiting an entity to train and assist The Fellowship may also take the form of an experienced person traveling to visit another entity where assistance and training is required. Applicants with a particular set of skills may apply for funding to travel to an entity/entities to assist in the implementation of processes or to help solve an identified problem. Evidence should be provided of attempts to overcome the problem using opportunities accessible to the host entity, with an explanation as to why it is necessary to bring someone to the entity. Applications should include discussion of: * The processes to be implemented or the problem to be solved. * How the Fellowship will benefit the entity. * How the Fellowship will benefit the processes and quality of Cochrane Reviews. * How the application is consistent with the mission of The Cochrane Collaboration. * A draft proposal as to how the applicant plans to spend his/her time on a daily basis at the host institution. 3. Working towards process improvement for The Cochrane Collaboration in general Applicants may be collaborating towards solving an identified problem within The Cochrane Collaboration, not necessarily specific to their entity. Again, the problem area should be explained with respect to its impact on the quality of Cochrane Reviews. The applicant should identify how spending time collaborating with another entity will contribute to the improvement in processes. In these cases the application should outline: * How the Fellowship will add to process improvement within The Cochrane Collaboration. * How the Fellowship will benefit the processes and quality of Cochrane Reviews. * The additional benefits of traveling to another entity to work toward the improvement. * How the application is consistent with the mission of The Cochrane Collaboration. * A draft proposal as to how the applicant plans to spend his/her time on a daily basis at the host institution. FUNDING AND ENTITY REQUIREMENTS The Fellowship will comprise economy class travel and reasonable accommodation costs for the applicant for up to a maximum of one month. The Cochrane Collaboration Secretariat, on behalf of the CCSG, will provide administrative support to the Fellowship, including arrangements for funding economy class travel and reasonable accommodation costs. It is expected that the salary (plus living expenses if applicable) of the successful applicant will continue to be met by his or her own entity. Applications should therefore include a letter of support from the entity and/or employer, and also from the proposed host entity stating their willingness to 'host' the applicant. OBLIGATIONS OF THE APPLICANT The Fellowship will be awarded subject to the successful applicant agreeing to be bound by the following conditions laid down in a Memorandum of Understanding between the Fellow and the CCSG. Further details will be provided by the Cochrane Collaboration Secretariat (secretariat@cochrane.org) on request. OUTPUT REQUIREMENTS 1. On completion of the Fellowship, within one month of returning to his or her home entity, the successful applicant will be required to submit a report to the Quality Advisory Group, again outlining the problem area and aims of the Fellowship, reporting the progress made towards overcoming the barriers to solving this problem, and outlining a plan for implementing the learned strategies. 2. Within six months of his or her return, a second report outlining the implementation of the learned strategies and demonstrating improvement in the problem should be submitted to the Quality Advisory Group. 3. The successful applicant is encouraged to submit a presentation to the Cochrane Colloquium in the year following the Fellowship. This presentation may be in either oral or poster form, and comprise a summary of the Fellowship, its benefits toward quality improvement, and the processes learned. SUMMARY OF APPLICATION PROCESS Applications must contain: (i) An explanation of the quality issue to be solved or process to be implemented, including evidence of attempts to solve the issue using local resources and the impact of the issue on quality of Cochrane Reviews. (ii) An explanation of how the Fellowship will help overcome the problem or benefit The Cochrane Collaboration. (iii) An explanation of how the Fellowship will benefit the individual. iv) An explanation of how the Fellowship will benefit the entity/entities or The Cochrane Collaboration as a whole. (v) An explanation of how the Fellowship will benefit the processes and quality of Cochrane Reviews. (vi) An explanation of how the application is consistent with the mission of The Cochrane Collaboration. (vii) A letter of support from the entity and/or employer agreeing to provide salary, and living expenses if applicable, for the duration of the Fellowship. The purpose of this bursary scheme is to ensure that reviews relevant to complementary and alternative medicine (CAM) are completed and published in The Cochrane Library. Sender: Ron Stamp [ron.stamp@port.ac.uk] Subject: Cochrane Collaboration Funders' and Users' Forum The Cochrane Collaboration Funders' and Users' Forum was established in 2000 and held its first meeting during the 8th Cochrane Colloquium in Cape Town. Further information, as well as notes of the Forum's meetings are available at www.cochranefunders.net. The Forum was established as a partnership between the Collaboration, those who fund its infrastructure, and those representing institutions with an interest in using Cochrane outputs in the development of health policy, guidelines and other major publications based on high quality reviews of evidence. The Forum was particularly interested in promoting and facilitating arrangements that would: (i) help ensure that future funds for the Cochrane Collaboration were secured from an appropriately wide range of funders, at an appropriate level, and in a way that was co-ordinated and sustainable, and (ii) strengthen the relationship between funders, institutional users, and the Collaboration, giving funders and institutional users an appropriate voice in matters relating to the Collaboration's work From its first meeting, the Forum advised that, whilst its members may be willing to advise or assist in efforts to obtain funding, they could not take on a responsibility for securing funds. However, through its meetings, and the activities of its members, some of the achievements of the Forum have been to: (i) encourage and initiate work directed at the development of strategic and business plans for the whole Cochrane Collaboration (early work being funded jointly by The Cochrane Collaboration and the Milbank Memorial Fund); (ii) assist the officers of The Cochrane Collaboration in designing and developing materials that could support approaches to potential new funders; (iii) organise, and, through the Milbank Memorial Fund, fund special sessions during Cochrane Colloquia aimed at facilitating discussions between The Cochrane Collaboration and health policy-makers. The Cochrane Collaboration's business systems have developed over the past five years and the Collaboration now has a Chief Executive who is taking responsibility for leading and supporting fund-raising. There now seems much less opportunity for the Funders' and Users' Forum to play a significant role in helping The Cochrane Collaboration to secure further funding. Additionally, from its inception, the Forum's efforts to attract an increasing number of funders and institutional users from different countries have proven problematic. In the light of these factors, we have decided not to convene further meetings of the Cochrane Collaboration Funders' and Users' Forum. Some of the previous participants of the Forum, and the Milbank Memorial Fund specifically, are likely to be very happy to assist in organising and facilitating further sessions for policy-makers during future Cochrane Colloquia or within particular countries at other times, if this would be helpful.
